In
response to the staggering risk factors and high crash
rate for young drivers, many states have adopted graduated
driver's licensing (GDL) systems. While GDL laws vary
by state, the length of time between issuance of a
learner's permit and full licensure is extended, allowing
the novice driver to gradually gain the skills and
experience needed to cope with higher-risk driving
situations.
Under
GDL laws, driving privileges are phased in and limit
beginners’ experiences to lower risk roadway
situations. The restrictions are gradually lifted
so that teens are more experienced and mature when
they receive full licensure.
