Elyce
A. Biddle is the Chief of the Methods and Analysis
Team within the Division of Safety Research,
National Institute for Occupational Safety and
Health (NIOSH). Her work focuses on economic
cost models and health outcome measurements
for occupational injuries and fatalities.
She
serves on the NIOSH Economics Forum, serves
on the steering committee for the CDC Health
Economics Research Group, and chaired the National
Occupational Research Agenda Social and Economic
Consequences of Workplace Illness and Injury
team.
Before
joining NIOSH, Dr. Biddle was an economist in
the Office of Safety, Health and Working Conditions
at the Bureau of Labor Statistics (BLS). Dr.
Biddle was involved in the redesign of two major
BLS surveys, the Annual Survey of Occupational
Injuries and Illnesses in the U.S. and COMP2000,
an integrated wage survey within the United
States. Her work has been published in the International
Labor Organization’s Encyclopedia
of Occupational Health and Safety, the American
Journal of Industrial Medicine, Contemporary
Economic Policy, Human and Ecological Risk Assessment,
the Journal of Occupational and Environmental
Medicine, the Injury Control and Safety Promotion,
and the Monthly Labor Review.

Halfen
Corporate Fleet Safety Manager

Charlie
Halfen is the Corporate Fleet Safety Manager
for UPS, the world's largest package delivery
company and a leading global provider of specialized
transportation and logistics services. The company
manages the flow of goods, funds, and information
in more than 200 countries and territories worldwide.
Mr. Halfen began his career with UPS in 1978
as a part-time loader in Dallas. He became a
Package Car Driver in 1981 and drove for several
years before being promoted to On-Road Supervisor
then Center Manager managing several locations
until becoming a District Safety Manager in
1989.
He
was promoted to a Regional Health & Safety
Manager in 1995 and is currently the UPS Corporate
Fleet Safety Manager. Mr. Halfen represents
UPS on the NETS (Network of Employers for Traffic
Safety) Board of Directors.

Maureen
Mazurek
Director, Global Vehicle Safety
Monsanto
|
As
Director of Global Vehicle Safety, Maureen Mazurek
leads Monsanto's World-Class Vehicle Safety
Program, which began in 2002. In addition to
her leadership role, Maureen directly supports
all 40 Vehicle Safety Teams and leads the Global
Vehicle Safety Network. She also serves as a
member of the Monsanto Global Environmental
Safety & Health Leadership Team.
In
Ms. Mazurek’s 10 years with Monsanto she’s
developed a broad background. Her career includes
key leadership roles in manufacturing, procurement,
logistics, and human resources.
She holds a Bachelor of Science degree in Supply
Chain & Manufacturing Management, has a
Masters degree in Business (MBA) from Tulane
University and an Executive Chemistry Degree
from Duke University. She is a CPM (Certified
Purchasing Manager) and represents Monsanto
on the NETS (Network of Employers for Traffic
Safety) Board of Directors.

Richard
G. Anderson
Fleet Analyst, Fleet Services Department

| Richard
Anderson is a Fleet Analyst at the Baltimore Gas
& Electric (BGE) Company. Over a thirty-five
year career with the utility, Mr. Anderson has
benefited BGE in technical and leadership positions.
His work in fleet safety led to a motor vehicle
crash reduction rate of 60 percent over a five-year
period. Because of his innovation and leadership,
BGE is able to successfully identify and remediate
drivers most likely to experience motor vehicle
collisions.
Mr.
Anderson also established BGE as an Employer
Tester in the Maryland Motor Vehicle Administration’s
Commercial Driver Licensing Program. He has
worked tirelessly to promote team well-being
for BGE employees by promoting child safety
seat and safety belt use, as well as teen safety
for company employees and their families.
He
is also a member in Maryland’s community
of highway traffic safety professionals. Active
as an officer in the Maryland Motor Truck Association’s
Safety Management Council, he has been the recipient
of the Safety Supervisor of the Year award,
the Chairman’s Award, and the Past Chairman’s
award. Mr. Anderson’s contributions to
highway safety have been recognized by the Baltimore
County Police, the Maryland State Police, and
the Maryland State Highway Administration.
Outside
the area of motor vehicle safety, the Honorable
Richard G. Anderson is an elected member of
the State Central Committee for the 46th district.
He is president of the board and co-founder
of the Brooklyn and Curtis Bay Coalition, a
faith-based community development corporation,
and active in many community projects.

Kathryn
Lusby-Treber
Executive Director
Network of Employers for Traffic Safety

Kathy
Lusby-Treber is the executive director of the
Network of Employers for Traffic Safety (NETS),
a national employer-led public/private sector
partnership dedicated to improving the safety
and health of employees, their families, and
members of the communities in which they live
and work by reducing the number of traffic crashes
that occur both on and off the job. With more
than 25 years experience in directing, managing,
and developing public health and safety programs,
Lusby-Treber has served as the executive director
of NETS since 2000 providing leadership in planning,
organizing and directing the policies, programs
and practices of the organization. Prior to
joining NETS, she served as the chief of traffic
safety programs in the Maryland Highway Safety
Office. |
Michael
E. Conway
Manager, Legislative Affairs
Motorcycle Safety Foundation

Michael
E. Conway is the Manager of Legislative Affairs
at the Motorcycle Safety Foundation (MSF).
Since March 1973, the Motorcycle Safety Foundation
(MSF) has set internationally recognized standards
of excellence in motorcycle rider education
and training. The MSF is known for its
comprehensive, research-based Rider Education
and Training System (MSF RETS). The RETS curricula
promotes lifelong-learning for motorcyclists
and continues professional development for certified
RiderCoaches and other trainers.
The MSF works with the National Highway Traffic
Safety Administration (NHTSA), state governments,
the military and other organizations to improve
motorcyclist education, training and operator
licensing.
Mr.
Conway has been involved in transportation safety
issues for several years. Before joining MSF a
year ago, he served as the Director of State Relations
for the Coalition Against Bigger Trucks, a highway
safety organization dedicated to stopping the
spread of bigger and heavier trucks on our roadways.
Mr. Conway’s background also includes several
years on the staff of The Council of State Governments.
He has also served as a state government relations
consultant specializing in transportation issues.

Bill
Nesper
Program Manager
League of American Bicyclists |
| Bill
Nesper is Program Manager for the League of American
Bicyclists, an organization that promotes bicycling
for fun, fitness, and transportation. Mr. Nesper
joined the organization in 2002. In this role,
he manages the League’s educational programs
and the Bicycle Friendly Community Program.
Mr.
Nesper holds a Bachelor of Arts degree in History
from the University of Florida and is currently
working on his Master of Arts degree at George
Mason University.
Biking
eight miles to work, Mr. Nesper knows first
hand what bicycle commuting can do to improve
workplaces and communities.

Esther
Strawder
Safety Engineer, Maryland Division

| Esther
Strawder has been with the Federal Highway Administration
(FHWA) for more than 14 years. She became the
Safety Engineer for the Maryland Division in 2003.
Her
experience also includes assignments in FHWA’s
Headquarters with the Office of Policy, Financial
Management, and Construction and Maintenance.
She came to Maryland in 1999 as an area engineer
and previously served as the Division’s
quality coordinator.
Ms.
Strawder holds a Bachelor’s Degree in
Civil Engineering from Morgan State University.

Carl
A. Soderstrom, M.D., F.A.C.S.
Chief of the Medical Advisory & Director of
the Driver Safety Research Program

| Dr.
Carl Soderstrom was appointed Chief of the Medical
Advisory Board (MAB) and Director of the Driver
Safety Research Program of the Maryland Motor
Vehicle Administration (MVA) in September 2005.
In this role, he leads MAB in making decisions
regarding medical fitness to drive and developing
policy relative to medical assessment of driver
safety based on current research.
Prior
to joining the MVA, Dr. Soderstrom was a member
of the surgery staff of the R Adams Cowley Shock
Trauma Center of the University of Maryland
for 25 years where he attained the rank of Professor
of Surgery in the School of Medicine. He was
also a member of the senior research staff of
the school’s National Study Center for
Trauma & EMS.
Dr.
Soderstrom has authored more than 100 papers,
chapters, and other reports, on a wide variety
of clinical subjects involving trauma care and
related topics. His primary area of interest
continues to be substance abuse and injury,
particularly as it relates to vehicular crashes.
Dr.
Soderstrom serves on local, regional, and national
committees, societies, and task groups addressing
issues related to injury prevention. Current
appointments include: Region I representative,
American Association of Motor Vehicle Administrator’s
Driver Fitness Work Group; National Research
Council Alcohol, Other Drugs, & Transportation
Committee; Board of Directors, Association for
the Advancement of Automotive Medicine; Injury
Prevention Committee, Eastern Association for
the Surgery of Trauma; Transportation Research
Board and National Board of Directors of Mothers
Against Drunk Driving. Dr. Soderstrom was a
member of the Surgeon General’s Work Group
on Drunk Driving (1988) and the National Highway
Traffic Safety Administration’s Partners
in Progress Work Group (1995).

Lisa
M. Simpson
Coordinator
AARP Driver Safety Program

| Lisa
M. Simpson serves as the Coordinator for the
AARP Driver Safety Program at the National Office
of AARP in Washington, DC. She is responsible
for Volunteer Management and Development and
Program Operations, which includes training
for volunteers, updating program policies and
procedures, coordinating evaluation strategies,
focusing on customer service issues, and overseeing
systems development. She has been with AARP
for two years.
Prior to joining AARP, Ms. Simpson served as
the Director of Youth Outreach for the Points
of Light Foundation. Her professional achievements
also include serving as Director of Volunteer
Emory in Atlanta, Georgia and serving as Volunteer
Coordinator for the 1996 Olympic Torch Relay.
Ms. Simpson holds a Bachelor of Arts degree
in English with a minor in Communications from
Spelman College. |
Annette
Lavezza, OTR/L, CDRS
Senior Occupational Therapist
Johns Hopkins Hospital

Annette
Lavezza is a Senior Occupational Therapist (OTR)
and a Certified Driving Rehabilitation Specialist
(CDRS) at the Johns Hopkins Hospital in Baltimore,
MD. She specializes in Geriatrics and Dementia.
Ms. Lavezza developed the Johns Hopkins Driving
Program to compliment her work with the elderly
and has worked to educated physicians and the
public about driving issues through several
presentations including the 1994 Maryland Occupational
Therapy Annual Conference, the 4th Annual Update
on Alzheimer’s Disease and other Dementia
and the Maryland MVA Low Vision Driver Training
Program. She also promotes safe driving messages
at support group meetings and conferences, such
as the Neuropsychiatry and Memory Group Weekly
Conference and the Parkinson’s Disease
and Information Support Group.
Ms. Lavezza holds a Bachelor of Science degree
in Occupational Therapy. |

Bella Dinh-Zarr, PhD, MPH
National Director, Traffic Safety Policy

T.
Bella Dinh-Zarr is the National Director of
Traffic Safety Policy for AAA. She joined AAA
in 2002 and is the scientist and public spokesperson
for AAA’s traffic safety activities, appearing
on CNN, NPR, Univision, Telemundo, Fox News,
network evening news shows, Reader’s Digest
and other national publications. Dr. Dinh-Zarr
has also testified before the U.S. House of
Representatives on the public health impact
of motor vehicle crashes.
She
currently leads AAA’s priority initiative,
entitled “Lifelong Safe Mobility,”
to promote transportation safety and mobility
for seniors. She co-chairs the Aging & Mobility
Roundtable, a quarterly meeting attended by
national leaders in the fields of transportation
and aging. Dr. Dinh-Zarr recently received a
Presidential Appointment to the 2005 White House
Conference on the Aging Advisory Committee.
Prior
to her position at AAA, Dr. Dinh-Zarr was a
Research Associate at the Texas Transportation
Institute and a Scientist at the National Highway
Traffic Safety Administration (NHTSA).
Dr.
Dinh-Zarr received her Bachelor’s degree
from Rice University and received both her Master
of Public Health degree and PhD in health policy
and injury prevention at the University of Texas.
She is a member of the American Public Health
Association, Delta Omega Public Health Honor
Society, and the National Academy of Sciences/Transportation
Research Board’s Committees on Safe Mobility
of Older Persons and on Occupant Protection.
